No, Clinton submitted paperwork to the board showing he was going to enter an ROTC program. On that, they delayed his draft notice. When he didn't show up for his physical, they issued the draft notice. That's when he appealed to the general in charge and wrote that he "loathed" the military. He tapdanced his way out of an indictment until Nixon suspended the draft and ended the war. He was pardoned by Carter as I recall.
