The problem here is that Bush can make a credible claim that he didn't know.

Even Bush can't plead stupidity on this one. He mentioned the yellowcake in several of his prelude-to-war speeches and was specificly told by Tenet of the CIA and the State Department's Bureau of Intelligence and Research to remove the statement because it was not true. He did remove it! Surely he must remember something of the speeches he gives.

A few weeks later it was back in the SOTU with the weasel words "Britain learned that ....". He can't claim now to not have had relations with that yellowcake.
