In absolute terms, and as a percentage of income.

Disposeable income isn't taxed. Income is.

And in many cases the federal tax system is tilted in favor of the poor even as a percentage of disposable income. Many of the poor pay zero in income tax, or even a negative income tax as they get a refundable earned income tax credit.
