Musharraf pardoned Dr. Khan, the guy that was selling the nuclear technology, just a few months ago. Speculation is, he did it so Dr. Khan would not reveal Musharraf's and the Pakistani military's part in disseminating the technology. And yes, a lot of this has happened while Bush has been President.

As for Lybia, they have been trying to get on the good side of the US and the international community for a decade. That's why they agreed to pay reparations for flight 180. Bush just timed accepting the Lybian's overtures to claim a false link with the invasion of Iraq, in an attempt to justify it after the fact, since no WMD's or links to Al Quiada were found. Quadaffi was willing to go along, he just wants to end his country's international isolation. The Bush admin's oil friends want to pump Lybian oil. Ghadaffi wants to cash the checks. Everybody's happy.
