Speculation is, he did it so Dr. Khan would not reveal Musharraf's and the Pakistani military's part in disseminating the technology. Bush just timed accepting the Lybian's overtures to claim a false link with the invasion of Iraq, in an attempt to justify it after the fact, since no WMD's or links to Al Quiada were found. Quadaffi was willing to go along, he just wants to end his country's international isolation. The Bush admin's oil friends want to pump Lybian oil. Ghadaffi wants to cash the checks.
