There isn't much objective evidence. I suppose it is possible that Kerry wrote up all the reports, but that apparently wasn't standard procedure. In addition, there was a work order issued for one of the boats in the group to patch some bullet holes after the events that led to the Bronze Stars. Given that supposedly there weren't any shots fired that day, it was a strange thing to do.

But yes, much of it is "he said-he said"...
