<Qadaffi has abandoned his antagonistic attitude> In the early 90's. Bush just capitalized. As for the other stuff, I'll look for it, since I'm interested in nuclear proliferation anyway. I know I've read some rather condemnatory articles concerning Pakistan, and nuclear proliferation during Bush's term. Bush has worked against nuclear proliferation to my mind, disavowing longstanding treaties and spending billions on developing new, "usable" mini-nukes. I don't believe this makes us, or the world, safer.
