That was an actual debate, as Weld wasn't afraid to debate Kerry. In the negotiated format of the presidential debates, Bush won't be directly debating Kerry, but will be giving on-message, sometimes unresponsive, practiced soundbite answers to moderators and panelists. In such a format, Bush is excellent and has always "won".
