BCCI was 1992. Presidents do make suggestions but that's not the only source of legislation. Kerry doesn't need to be a President to make suggestions, all he has to do is write a bill. Put his name on it, pass it around, garner support. He's never sponsored any meaningful legislation in all his years in Congress. He's a lightweight.

I gather that you're too busy to make honest comments, and prefer to be glib, but the banter is no more satisfying than the depth of your candidate.
