the Commanding Officer told Kerry to get lost. So how did Kerry finagled the paper work to get the medal awarded? Who did he go to? What did he report about the incident?

This is the next and fatal axe to fall, when they find the paperwork showing a forged Hibbard signature on the first PH. I wonder who would have forged that?
