It wouldn't be the first time the Navy has had inaccurate records. In this case, you can blame Kerry's write-up of the first PH citation and Hibbard's forged signature for the errors in the citation. Remember Hibbard threw Kerry out of his office when pressed for the PH. Kerry got it anyways. This tells us two things. Kerry wrote up the citation because Hibbard refused and two, Kerry signed the citation in the name of Hibbard because Hibbard would not sign it. Hmmmmmmmmmm.
