Again I don't think "should" comes into the picture. Nations are free to do as they please. Saddam was completely free to attack Kuwait.

He misjudged the consequences of attacking Kuwait in a big way, but he was completely free to attack any and every nation on the planet.

I imagine what prevents other nations from launching similar attacks is a more realistic analysis of the consequences.

This is the consequence of free will.
