Brumar, He was well-contained under Carter, Reagan, the real Bush and Clinton. It was only when Retardo named N. Korea as part of the Axis of Terror that he knew it was nukes or death for his country in the face of American aggression. Meanwhile, Bush's ally, Pakistan, was the real supplier of nuclear terror.
