DMA, Probably, but I am not sure, many of the operations required troops to get permission from HQ to fire, so a free zone sounds like a situation, or place, where this requirement was not enforced.

free fire zones merely refer to a type of battlefield management.

We have something similar going on in Najaf and Fallujah. You warn people out of an area and then declare any civilian with a gun to be an enemy who can be shot on sight. We do the same here under "martial law." Old as civilization.
