Not a single one of the 254 were present when Kerry's action won him the Silver Star. The evidence is overwhelming that he deserved that medal. Obviously, the 254 were not all present when he pulled Rassmann out of the water under fire. The weight of the evidence preponderates in favor of finding that Kerry was under fire when he pulled Rassmann from the water.
