You are assuming the powers that be want to catch or stop the violent protesters.

IMO the thugs are either working for or are allowed by the authorities to do their damage because:

1. It gives the media the cheap shot story to run with, so they can ignore the real issues and

2. It gives the authorities the excuse they need to assert themselves when and where they want to.
