Really? I believe NK and Iran have stepped up their efforts. They're feeling threatened and desparate.

And Iraq and Libya are out of the WMD races.

But what other countries have stepped up their efforts?

Also I think discovering AQ Khan's covert nuclear technology proliferation business was a good thing and should hamper the pace of proliferators.
