Actually, there were Al Qaida connections, and there might have been stockpiles, although we may never know. Beyond that, there was certainly a threat to the United States, although the appraisal of its severity might be debated.

The idea that FDR invited attack by the Japanese has been widely discredited. For one thing, our knowledge of Japanese codes has been exaggerated. We had cracked the diplomatic code, but had not made a lot of progress on military codes.

The impending confrontation with radical Islam, and even terror generally, has been widely discussed in neoconservative and other publications for about 20 years. Of course, it is a relief to have an incident which, while terrible, could easily have been worse, to mobilize public support to act before it is too late, and terrorists get hold of nukes or extremely potent chemicals.
