Look, in addition to all the reports that contradict Thurlow, his own mate Lambert says he was wrong. Thurlow, obviously a brave man, got knocked into the water, then was completely absorbed in rescuing the injured and the boat. He was 'too distracted' to see that they were taking fire.

O'Neill is the evil one here. For example, he argues that they couldn't have taken fire because they were stopped at the location for a long period of time (I've heard anywhere from 45 minutes to an hour and a half) and no one was injured. That doesn't mean that they were under fire the whole time. The citations state 'constant fire' DURING the operation; in Kerry's case, that was when he rescued Rasssman. As typical, the VC probably saw that they didn't have the advantage, and thus melted into the jungle.

O'Neill is a Colson/Nixon disciple. For those too young to remember, Colson is one of the Kings of Dirty Tricks. As I remember, he was the one responsible for spiking Muskie's coffee with drugs so that Muskie appeared to be crying during an interview that was repeatedly broadcast, destroying Muskie's image. He had a whole bag full of dirty tricks, and apparently taught O'Neill a few...
