Not the number one goal of fundamental insurgants but an acceptable consolation.

If they can't conquer all of the people of Iraq, they can at least take a fascist control over some homogenous region of their followers. Hasn't the idea of three countries emerging been discussed. If we fail to establish security over the current Iraq political boundaries and regions, I see that as a given.
