CC, If they weren't planning to violate international standards of behavior, why did they go to all the trouble of having their lawyers define just how far they could go and still maintain plausible deniability? In the military, you quickly learn that the lowest ranking person holds the bag, unless he has solid proof of his superiors' orders. Just about every soldier I worked with had a Cya file in case the fit hit the shan. And more than a few had to resort to using it. I suspect Abu Ghraib will eventually rebound all the way up to Bush as level by level those involved drag in those above them. Sadly, there is no chance of this happening before the election.
