This characterization of both Iraq and Vietnam overlooks a key complexity here -- nationalism. The people of Vietnam were stateless only in the sense that their ambition for freedom was being frustrated by France, and then later by us. In Iraq, despite widespread hatred for Saddam, we have seriously underestimated the impact of nationalism -- and nationalism seriously conflicts with our plans to use Iraq as a long-term base for military, control Iraqi politics, and control Iraqi oil.
