Here is how it really works. I went through the process. When one goes to OCS, you enlist in the Navy. While at OCS you are enlisted with a rate of OCUI-2, which stands for officer candidate under instruction. The 2 means you earn the pay of a second class petty officer while at OCS. If you complete OCS and wish to accept a commission as a Navy officer, you are discharged as an elisted member, receive a DD214, and then you sign a piece of paper and swear an oath accepting a commission. There is a lag between one enlists and when you go to OCS..they have to find an avaiable class for you. In my case I enlisted in Feb or March 1988 and didn't go to OCS until September 1988 and didn't get commissioned until Feb 1989.
