LIAR! Bush ignored terrorism completely. Kerry warned Bush and Clinton about 9-11 type attacks in 1999, 2000 and 2001. You can read his senate speeches about it. He advocated much more human intelligence, focusing on counter-terror as opposed to SDI and Cold War style defense and was a big proponent of not letting WMD's falling into terrorist and criminal hands. That is the subject of his book THE NEW WAR which is about "what if WMD's fall into mafia hands then are traded to terrorists"?
