Fwiw Roosevelt's number one enemy was not Japan but Germany. Our Navy had orders to fire on UBoats, during convoys, beginning in '39 as I recall. The rumor in the army on the Japan front was that they got the tails (or hoofs), and the European front got the tongues, w/r to beef. There was some truth to the rumor. I dunno for sure, but I would not be surprised if we sent more material to Russia than what we used on the Japan front, during the whole war. Guess Roosevelt did what he had to do.
