I would think the Department of Navy Inspector General will be looking into this. It is quite a serious matter when a fraud like this had been done to a former Secretary of the Navy.

There are all kinds of checks and balances to insure this type of crime does not occur..... yes, it appears a crime has been committed.

When one comes dragging a citation in almost a dozen years after the original was signed off on, just to beef it up a little and the guy who allegedly signed, said he hasn't seen it before, something is wrong and smells really bad. It is fraud and appears to have been committed by Senator loppy.

Thank God for the Swifties.... if nothing else they now have the American people looking at the lies..... and they are starting to notice....
