I especially like the way they "innovatively" eliminate bids. That can be so slow, and opens the possibility of the wrong company winning. After all, the no-bid work that Halliburton has been doing in Iraq shows how efficiently stuff can be done...

Gotta hand it to the Republicans, why earn money based on merit when it is so easy to steal it...

What rail? It all sounds like freeways, actually tollways.
