That is the Selective Servive system. The act of "draft" was previously called simply conscription.

At various times you could actually pay someone else to fulfill your obligation

You are abysmally ignorant of U.S. history.

Any high school student would know of the New York draft riots during the Civil War. And they would know that Selective Service (the draft) was used in World War I.

You came across an article saying the first peacetime draft was signed by FDR.

Perhaps you are not an American citizen. If you are, you should not be allowed to vote. There should be a minimum standard of knowledge of your country's heritage and history before you are allowed to cast a ballot.
