Ted, according to the article, Willis agreed to restore the land after being cited for violating environmental regulations. Sure, the damage is done, but it seems to me that Willis knows he made a mistake and is trying his best to clean up the mess he made. The fine, of course, reflect the cost of the damage that has already been done, and I'm sure the restoration efforts will be out of his pocket as well.
