You seem to think cesium (used in atomic clocks) is a fissionable material that can be used to make nuclear bombs. Well, it is not. Those are Uranium-235, Uranium-233, and Plutonium-239.

And bombs (nuclear or conventional) don't need ultra-precise timers. Nobody cares if the bomb goes off tenth of a second before or after 12:00. Nobody would even notice.

In short, don't lose any sleep over this. Terrorists will not nuke you with wrist watches. Really.
