I don't know, perhaps Kwadafi was running low on provisions and decided it was time to make peace with the West and get his oil industry modernized. There's just as much a correlation to the rise in the price of oil as there is to the Attack on Iraq to Kwadafis sudden jestures of peace towards the West. Perhaps he decided it was time to cash in on the high price of oil?

We had been leaving him alone for years anyway, and he was doing the same. So, I don't see military concerns as being as much a factor as perhaps economic ones.
