I was trying to figure that out too... I am thinking that the reserve claim is misleading because of the huge investment it would require to access the reserves...but I'm not sure. I included everything that was said about the topic.

IMO this is a political battle between the PRI and PAN.

As some you of may know the Mexican constitution has very tight restrictions on foreign ownership of petroleum resources.

I beleive if PEMEX throws out a multi billion potential reserves number, they can argue something like this "if only we had foreign investment, blah, blah.. then we could bring in more money to the government".

It's the only reasoning I see for the exercise.
