Listen to the whole interview with Matt Leher. Matt kept asking him over and over can we win the war on terror. Bush said we can't "win" but we can reduce it and make it less of an option. Bush said we are making progress and we will keep tracking al Quieda down and that spreading democracy will help make it so it becomes less of a desired option. So after that Matt asked the same question a little differently. Bush replies we can only go forward and not retreat. Matt asks can we beat it in 4 years. Bush says he doesn't know, we will keep trying. So it was completely framed toward if we can beat terrorism. So you are not honestly putting it in context. Bush was honest, he said right after 9/11 it would take 20 years. The Russia almost completely wiped out Checneya and the extremists are still at it. Unfortunately there are potentially millions of extremists, and they are driven by their hate of the Jewish people. OBL clearly stated he would stop once we stopped supporting Israel and pull out of the Middle East. Here are the only 3 ways we might stop terrorism that I know of. 1) Stop supporting Israel, Kuwait, Saudi Arabia, now Iraq and Afganistan 2) Drop neutron bombs starting in the border area of Pakistan. I actually think it will be an option that will ultimately be used if the US has another 9/11. 3) We continue to build democracies in the Middle East. This will take at least 20 years.
