I think you are confusing tax laws with actual revenues. This is based on the laffer curve. At tax laws requiring all earnings to be sent in as taxes guess how much revenue the Govt collects. The answer is zero revenues. Kerry can rescind the tax cuts, but that doesn't mean people will actually pay up. People will simply find another loophole or tax avoidance method. One of the best high income tax avoidance methods is not to earn the income or defer the income. Yes people would rather not do the hard work of earning income if the Govt is going simply take 90% of it.

Tax cuts will help the economy and thereby create tax revenue which will shrink the deficit.
