I completely disagree with the premise that minor increases in taxation significantly decrease the incentive to make money.

I do agree with your second point. Most of the waste could be easily stemmed by simply applying to the gov't the same financial accountability that us imposed on private industry. However, this stands about as much chance of getting passed as does making Ramadan a national holiday.
