true, but the have's have a responsibility to preserve at least the perception that each have not has the opportunity to become a have. (try saying that 5 times quickly)

This is essentially the engine behind the American dream (which already is, to some extent, a lottery). If the odds become stacked too far against the have not's and the dream turns to disillusionment, revolt will be the inevitable result.
