That isn't how it is done. Much like Calpers and other pension systems they hire a qualified manager to oversee the investments and it is not legap for other government officers to recommend or demand investment or divestment.

However, as seen in the past a governing body may pass a law for the divesting of certain types of assets.

The manner in which your SS money is now invested. Treasury bonds, is more like the scary governments you would mention. Now there is no choice. Let their be diversity in SS investment.

Actually they aren't even directly invested in T-Bills because the money isn't there. Being a debt, the government actually pays interest on SS money, rather than SS money working for the better.

I was making an analogy, not proposing that the government pick your tie. The government makes a lot decisions that impact, positively or negatively, the economic environment. It does not merely consume.
