Public entities have been trying to outsource for years but the big bucks the uniions supply to the incumbents dissuade any progress. Just look at the US Government. At one time having highly trained military doing KP was the norm( I was one), and it took years to bring in outside suppliers. We had a shortage of B29 mechanics but they had to pull KP in turn, instead of fixing airplanes, as they were highly skilled in doing. To solve the problem they put us, enlisted aircrew, on KP so we then had a shortage of crews. Nuts. And you are right. There could be competition even between one union and another for the same function which would, probably, save the taxpayer a bundle. Every time Bush talks about outsourcing government jobs to the public to save few billion bucks the hue and cry from the Demohacks and their union buddies is overwhelming.
