For a long time, the search teams in Iraq came up empty time and time again. They found nothing. Yet they remained, ostensibly to search some more. But they were caught spying red-handedly and were expelled.

Iraq had a nuclear reactor that was bombed out of existence by the Israelis a short time before the Gulf War and satellite surveillance has, to date, fail to confirm reconstruction of any nuclear plant.

BTW, what could just one germ scientist achieve? As it turned out, she didn't know much, and she achieved very little even with confirming how effective some poisonous stuff would be up-wind and down-wind etc.

I wonder if you realize that sometimes decoys are planted in a government body just to give the impression that the government might do something the public expects of it to do when in fact it has no intention of doing it. BTW,
Colin Powell and Condaleeza Rice are good examples of decoys, imho. Ditto for "decoys" in Saddam's government, to give the impression they are up to something others have to worry a lot about.
