Oh, it most certainly HAS been decreased.

The probability someone WANTS to do it is increased a bit. But the probability that someone could actually succeed is greatly reduced. No doubt about it.

You have to keep in mind these things are transitory. This is why you have to have a president who will not fold under political pressure. Personally, if Chirac wasn't pissed I'd feel that the president wasn't doing his job.
