Don't know and can't verify anything. Could be a strategy to save lives of own comrades when there were leeways to avoid sending them to their deaths. They did not believe in jihad. The biggest complaint and gripe should be directed to the procedure(s) and requirement(s) for handing out all those medals. That's for all branches of the armed forces. Haven't heard a peep about that. I wonder how many vets got their medals in cheap way, and how many never got their deserved medals.
