The CO of the Postal Unit welcomed Bush to the unit, in writing. Its in the GW records. As long as Bush remained on-call, e.g. had his name and address on the recall bill, thats all he had to do be considered present. I've seen the ANG records, GW's address is clearly listed. Such a unit while not drilling, is subject to recall at any time.
