Not out of context. He said WE CANNOT WIN. He said it, not the media. The media merely reports. You cannot blame the messenger. Blame the speaker. If Kery were to say we cannot win the war on terror the rightwing would be perfectly entitled to hold him to that and they would. This line will go down in history as the greatest political mistake ever. Bush meant it. It was not a mis-statement. He isn't that inarticulate.
