Well, they're two different kinds of threats. If you live where I do, you'll take 2004 over 1984. Reagan DID, of course, win the Cold War in the meantime.

People who work in NYC, Chicago, LA, or DC might have a different take. There is little doubt they are more likely to suffer an attack now than they were in '84. Less likely than on 9/10/01, but more likely than in '84.
