Doesn't excuse the administration from giving the wrong information.

This is part of the process. The White House has its numbers, the CBO has its. Happens hundreds of times a year. These issues aren't black and white, they require long-ranging estimates which can vary widely, and the CBO is responsible for Congress' view of the cost of any program.

Apparently, you're not familiar with the process.
