If the health care system is so much better here, then why is the life expectancy so much lower?

Life expectancy is not a function solely of the healthcare system. In fact, the quality of healthcare would surely be a minor determinant of life expectancy. I would expect other variables to be much more highly correlated, such as diet, tobacco usage, driving habits, and probably 20 or more other independent variables.
