If what you say Bush meant then he surely is not a good communicator. And that will start to show in the debates. Can he think on his feet.

Oh now we have to interpret what the straight talker bush meant when he said something. He was right when he said we can't win a war against a common noun. We can win a war against al queda but he thought they were in Iraq. His judgement can be summed up by the people he collected to rationalize his views. Chalabi played him like the chump he is.
