We did provide some arms to Iraq during the war (not before) with Iran because the US didn't want to see an Iranian victory. I'm sure the judgment was made that Iran was the greater danger at the time.

At this time, crowds were still dancing in the streets of Tehran chanting "Magbar America" weekly. Iran was financing Shiite terror groups kidnapping and killing American citizens in Lebanon.

Still given this US arms to Iraq were pretty minor. During the entire 1973-2002 period, the US supplied about $200 million in arms to Iraq, chiefly helicopters. That's less than the amount of arms small countries like Denmark and Libya provided to Iraq:
