Clinton fired hundreds of Cruise Missiles at Al Qaida, just missed a few times, arranged for a secret pakistani hit team to train to go into Afghanistan and kill Osama and had a 24-7 Al Qaida desk in the WH under Richard Clarke. Not enough, but a lot. Bush did absolutely nothing against terror in 2001 despite many dire warnings. didn't even mention it once and disbanded the latter two programs plus the FBI investigation into the Saudis funding terror and did not move forward on arming the Predator drones until after 9-11. After 9-11, Bush just sat there doing nothing, did not apologize to the 9-11 victims and then exploited 9-11 for personal political gains and used it as an excuse to invade Iraq which was not part of the threat.
