Psychology 101 says its not a cliche. Humans, like animals respond to negative reinforcement and positive reinforcement.

I would argue that there is very sound reasoning, that is very basic to human nature, for not rewarding terror.

See the carnage these radicals have caused. Sadly, they will die quickly. However, the only way to stop terrorism is to kill terrorists. Many bleeding hearts will have a problem doing that, even in this country.
