Chechnya had their independence in 1991 and had free elections. The muslim candidate didn't win so they threw a hissy fit and have been terrorizing the place ever since. Now the muslims are terrorizing regions next to Chechnya. Stalin actually had the right answer to this. He deported the whole population to Siberia for 10 years.
